Consolidate and Privatize

Merge 14 high-level state functions into eight. The new agencies will be more focused on core state functions and streamlined. Privatize some select state functions such as IT and purchasing.

Eliminate

Consolidate and eliminate duplicative administrative functions. Not every state agency needs its own human resources staff, purchasing officers or finance team.

Review

Ask the General Assembly to review a list of 150 boards and commissions. Those that can justify their value to the businesses and people of North Carolina will be reauthorized; the others will be eliminated.

Freeze

Freeze hiring of all non-critical positions in all cabinet agencies immediately, and ask all Council of State agencies to do the same.
