  Duties of the Counsel to the Governor
 
  The counsel to the Governor, appointed by the Governor, monitors all legal issues related to the Governor, his cabinet and the Council of State. He advises the Governor when policy developments involve legal issues, coordinates judicial appointments, coordinates the preparation and execution of all Executive Orders issued by the Governor, and investigates the merits of pardon request, communications, reprieves, extraditions, and rewards.
