  Committee One: The Hallmarks of Excellence
 
  North Carolina is rich with schools that are excelling at high levels. Some have earned a reputation for performing on a level equal to that of high performing schools across the country. Others, serving high numbers of at-risk students, have reached performance levels far higher than similar schools in North Carolina or elsewhere. The Committee has been asked to isolate the factors that enable those schools achieving at high levels.
 
  This examination of schools will be done in three parts. First, a research team will examine the demographics and student performance levels of the buildings and contrast them with similar schools across the state. Second, education and business officials who specialize in finance, personnel and productivity will examine the schools to determine if they are using their financial resources, community resources, people resources or time in unique ways. And third, in selected buildings, teams will conduct interviews and focus groups to identify the factors leading to high performance.
 
  The Department of Public Instruction; SERVE, the regional laboratory for education in the southeast; the Public School Forum; and the North Carolina Educational Research Council, housed at the University of North Carolina have been asked to support the Committee.
